Issue of form 16 to resigned employee

Dear Friends
i want to know about form 16 of resigned employee.
actually one of the employee in our company who had monthly salary of Rs. 70000/-p.m had resigned on 01/07/2014i.e he worked only for 3 months from Apr. to June 2014 and ask for Form 16.
he asked us that as his salary is not taxable so he want cash refund of tds deducted from his salary.
plz guide us that is there any option to pay cash to him.

no option as his tds has been deducted and paid by you to the department.By paying in cash the tds amount means twice payment one to the department and other to the person.
Just ask the employee to file his ITR at the year end if he has to get refund then department would surely return it to him.

TDS you cannot refund due to you deduct the tax on his income.
you can give only proof of deduction of tax on his salary. after filing of ITR he can get refund.

But friends he claim that his income is not taxable during the period. so he want refund.
