Can water charges paid to municipal corporation be claimed as municipal taxes paid u/s 23 of the income tax act. If yes, is there any case law/ notifications, etc.

the ans is no, it cannot be claimed as only standard deduction u/s 24 already covers them by way of 30%

No water taxes are not in nature of municipal taxes.
Therefore, it cannot be treated as Municipal taxes
