Iam purchasing goods from other states and sale in the same state.is it eligible for composition scheme?

Composition dealer in a state can't sell in other state, even the purchase is within the state.

No you are not eligible for Composition Scheme as Rule 3 (1) (b) of Draft rules clearly states that a person opting for Composition Levy shall comply wirh following condition
"Goods held in stock by a person on the appointed date should not have been purchased in the course of interstate trade or commerce." Hence you are not eligible.
