can any body help me clarifying on a point "in may 2014 ipcc paper 5 icai had asked a question no 5a which was in earlier attempt declared as out of syllabus can a student claim marks if he has attended the question " please help me know the answer

dont think ICAI gives you any additional marks. if you have answered correctly, marks will be allocated to you.
