Can an indian service provider invioce in INR? Is there any restriction on billing in INR.

No restriction. So long as the foreigner understands what is meant by RUPEE, you can very well bill in rupee. Let them translate it in the language they want. (Basically this depends upon which market you stand in... sellers market or buyers market
