I in process to buy some machinery for own business. i have applied for TIN No. but it is taking time. meantime can i brought the machinery as against "c" form by declaring the TIN no is applied.

You have not indicated your state VAT Act.
In the normal procedure, once you apply for VAT Registration and the department is supposed to intimate and issue the RC within 30 days, number you can get within a week. Based on the "RC applied status" in my opinion, you can purchase products against c form. Normally, the CST Rc dt is date of application processed.
