and if yes, then what is the procedure n compliance.

A foreign Company can enter in to joint venture with a Indian company.

In simple terms Joint venture is partnership agreement between two Companies to operate a business within the area specified in the agreement with their joint management or as per the agreement decide.
First of all make an agreement where all the details of terms of condition are given and get the approval of both the company.
