What is the procedure to input tax credit on capital goods in uttranchal .

if i purchase capital goods in f.y 2007-08 vat amt. 50,000/- can i take credit of this amount in fy 2008-09 amt. 25000/- & fy 2009-2010 amt. 25000/- (NOT CREDIT IN 2007-08) Please clear .
