for getting input tax credit purchase should be made with a Registered dealer. is it necessary that the 'purchaser' should be registered..?

If he (seller) is URD and if you are registered dealer, you have to pay the Purchase tax and can set off the same subsequently.
But, for ITC availment both should be registered dealer in the state,as opined by the expert.
