Principal CA is not giving transfer for Industrial training to student. What is the solution with the student? Is it a misconduct on part of the CA?

Yes it is misconduct you can surely approach CA inst for grievance

The Article Section in CA Institute is not entertaining the student. They say that the article need to convince the CA on own. The date of eligibility from which the article can start industrial training is Sept 3, 2009. Now, can the student directly join Industrial Training? The intimation has been given in writing well before 3 months. Whom we should contact in the Institute?

No solution. you will have to go on negotiating and convincing the member. ICAI does not entertain such grievance as misconduct.
