Does an individual need to tae GST Registartion if the annual income (Apr-Mar) from services is less than Rs.10 lacs?

If you provide services outside State than you have to get register.....

Thank you. Work is done within state but billing is done to an NGO outside the state. Total Value less than 10 lacs. Registration required?
