Whether TDS is required to be deducted on an order given to retailer for giving Paper bags to us with printed name of our Entity, that retailer charges VAT on that bill, Please reply asap.

Since retailer is charging VAT on the commodity, this is a transaction of sale/ purchase. TDS U/s 194C is not applicable in such cases.
