CAN I MAKE IT RETURN FOR A. Y. 2011-12,& AS WELL AS 2012-13 MY TOTAL INCOME FOR BOTH YEAR IS RS. 168000 (PA)

No penaulty. (Since your questions are always CATCHY..... I repeat... there is a very very old provision under income tax to charge penaulty. Fortunately, it has not been sparingly used by our ITOs.
