Dear sir may clients has not paid demand if Rs 5000 for ay 14-15 in such case he can file for return for ay 15-16.if any issue if demand is not paid.....

Yes, he can file Income tax for AY 2015-16, If you not pay demand interest will be added till the clearing of demand, If you have refund 2015-16 or subsequently that will be adjusted to previous demand.your refunds will be adjusted to For Demand With Interest Till Recovery.
