in case of import on fob basis, the C & F agent billing to us including import freight charges. My queries is either TDS on payment of freight on import of goods will be deducted by payer or not ? either in this case provision of section 172 will apply

If the c&f Agent claiming reimbursment against actual expenses then NO tds and sec,172 also not apply
