Can an Individual import goods for his personal use? The materials are for the purpose of construction of house. (It is not cement and steel, but other interior decoration items)
In case he can,
1. Is he required to obtain IEC code?
2. Is there any restriction on the monetary value of the goods that can be imported?
3. Whether there are any conditions for importing such materials?

as per para 2.8 (iii) of foreign trade policy 2009-2014, a person (exporter/ importer) is exempt from IEC code if they are importing / exporting the goods for personal use / agriculture purpose.
If you want to start a business then apply for IEC CODE.
Please Noted :
On the basis of IEC, companies can obtain various benefits on their
exports/imports from DGFT, Customs, Export Promotion Council etc.
