Dear sir,
I wanted to know for export business it is necessery to take VAT & CST no. & If yes than how we will get this number without Turnover. we have not yet raised or recd any invoices ?
Pls Guide me for further steps

you have to see the state rules regarding limits of turnover liable for tax.
If you are not liable for registration you can apply for voluntary registration by paying necessary deposit.
If you are registered, you will be entitiled for VAT credit or else you not get the benefit
