If i apply for membership on 28/01/20, then when will annual membership fee become due and till what time i have to pay that?

you will pay membership fee with the application of membership form,
after that your next fees due on April 2020 for FY 2020-21
after that your next fees due on April 2020 for FY 2020-21

for the first year ending on 31/03/2020, you need to pay along with application form.
From 2020-2021 and onwards you can delay the payment till 30/9 of the respective year without getting struck off from the Register. (2020-2021....30/09/2020, 2021-2122.......30/09/2021 and so on). The fee falls due on 01/04/20XX of respective year
