is it necessary to produce land lords pan number if our rent paid is below 1 lakh per annum?

No. The condition of PAN card applies for rent paid exceeding 1 Lakh.

Landlord's PAN is required to be submitted only if the annual rent paid exceeds Rs. 1 lakhs.
If the annual rent is less than Rs. 10 lakhs, then submission of landlord's PAN is NOT mandatory.
If the annual rent is less than Rs. 10 lakhs, then submission of landlord's PAN is NOT mandatory.
