Can we claim HRA exemption in case living in House which are owned by our own Father / Mother. Can payment of REnt to father / Mother is allowed under Income tax

Yes. But they also need to declare their rental income under the head income from house property and need to file IT returns in case taxable income exceeds prescribed limits.
