Can anyone tell that an Individual staying in the same city can claim HRA exemption as well as House loan interest.please let me know the relevent sec or rules also.

Yes, he can claim, because for HRA purpose it has not given that if he has his own house in same city or another city then HRA exemption cannot be claim, however, for 80GG it is given that if house in same city then 80GG cannot be claim.
Relevent sections are:
a) for HRA = sec 10(13A)
b) for Interest = sec 24(b)
