If a developer of shopping complex or a mall builds at his own cost roads also,then how we can treat in our books of accounts whether of capital nature or of revenue nature.

Being the Real Esate construction work ,first of all it has to be included in Project Work in Progress account and will be part of overall project expenses.
Existing Shopiing Mall
R&M on existing road may be booked as revenue expenses
