To start a company, company should get registrred with ROC of your state. Other compliances of taxation & labour rules is depend upon size of employement & turnover

Thanks for your reply. But since it is a software & web development company so please tell me related to Information Technology Act related matter.
Other department registration except-
1) PAN for Income Tax
2) Vat & CST
3) ROC
4) ESI & PF
