How to make request for refund

22 September 2014 I have a client whose return were on 23.05.2014 for AY 13-14 & 15.07.2014 for AY 14-15 by Digital signature, & both the years have a good amount of refund, I m surprised to see that return filled after above client have been processed & intimation u/s 143(1) sms on cell have been received. But return as aforesaid hasn't been processed even, however many times I discussed with customer care, they just say wait for a some time your return is under process, refund will be made at any time or shortly, no mistake as they said in filling return that I thought could be reason for late refund. can anyone provide me list of higher authorities where I can complain or make request for fast refund becoz another refund filled recently processed.
