How to interprete law?

I have read some law books & certain acts( Income Tax Act) but i get confused in reading the long lines, I am not able to interpret it. I dont understand what it exactly says.Please inform me any ways to interpret laws section and law. It may help me to understand a subject.
2. Go through theory based practical problems given in previous exam papers. These questions will help you to understand application of section.
3. Try to discuss sections within your friend circle for better grip.
4. Understanding law is all about regular practice.
