You are asking about TIN or TAN
TIN- is provided by the Local VAT officer, need to apply through the VAT registration application form prescribed by the Commercial tax department. collect the same from local vat office or download from local vat website
TAN - it is under Income tax , will be issued by the Income tax department, need to fill the form.49B and submit along with required documents in nearest NSDL center and will be issued with in week, you can apply through online also in www.tin.nsdl.com

dear, i am not satisfied with your answer fully, because i am talking about the tin number which is need for starting a company/ registration of company. how to get tin number
