Sir, employer (Indian Navy) didn't mention HRA exemption in form 16 but their employee staying on rent and paid rent. can he claim HRA exemption, he doesn't have rent agreement with landlord?

He may claim the HRA, but under old tax regime, which cannot be opted now after 31.07.2024. Secondly ITD verifies rent receipts along with rent agreement when assessee claims it under ITR.
