How can i issue a digital signature certificate

04 June 2016 Dear Sir/Madam, I want to know that how can i issue a DSC. Do i need obtain permission from Controller as Information technology act or can i issue DSC under a franchisee. Please suggest me the way to become an issuer of DSC and the criteria for it.
