House Rent allowance and Housing Loan

One person having his own residence on which he is availing House Loan. But he is having job in another city and he is living on rented premise for job purpose. Company is given him house rent allowance. Can he claim both House rent allowance and Housing Loan Interest. If his own property is given on rent or vaccant. Please give suggestion. Please also give any case reference if any
