standard rent is decided by the authority under standard rent act. (Normally the notification is published or in many rent cases this is referred to by the justice/ courts. Fair rent can be decided with around 90% confidence level by resorting to the rent of the similar property in the similar areas. You need to do some leg work and spade work for this.
