please explain the high sea sale contract and agreement between parties

Contract of sale entered in to when goods under import is on high seas. is called high sea sale.
No vat is payable on such sale.

YOU CAN MAKE HIGH SEASALEAGREEMNT WHEN GOODS LEAVE THE PORT SITE. AND IN WAY THEN YOU CAN MAKE SALE OF GOODS.THEN NO TAX WILL APPLICABLE.
