Sir,
We have purchased Material against H form but which is not yet exported lying in stock. Can we issue H form to the Seller regarding the same ???

In the normal course you should buy goods against 'H' form only when you have specific export orders.When such orders get cancelled you may even return the goods to your supplier.Without connected export orders and details of loading in ships and export invoices a 'H' form can not be issued.If it is issued without supporting references and documents it becomes invalid.When it can not be isssued within a reasonable time(say,3 to 6 months),either you have to pay full taxes to the supplier or has to be returned....mjk
