This is because from April GSTR-4 has been discontinued and now it will be an annual affair only. Notification amending format of GSTR-4 has been issued by CBIC recently on 28.06.2019. But tax remains to be paid on quarterly basis.

tax existing old format challan se jama kar de ya ye bhi cmp 08 se deposit hoga ?

CMP-08 is actually a sale statement, you can deposit challan in old fashioned way it will reflect in cash ledger anyway.
