please advice me, the rate gst tax on under construction property is 12%, if the client is eligible for input tax credit or not.

Yes GST is 12% including land cost ITC available for builder.

Your client is not eligible for any input tax credit.
09 December 2017
If your client is a builder it is eligible for credit with no refund of overflow of ITC.
