is liqour shops and permit rooms necessary to file gst returns

If you are register in GST then you have to file return compulsorily.

but liqour is non gst supply and so if a person is registered in vat and has still not migrated to gst bcoz liquor is out of gst purview. so is it necessary to complete migration bcoz they are already filling vat returns

You have to file details in non-gst supply column in GST Return & continue to give VAT return also.
