in GST dealers have to file 03 returns for every month + annual return I e 37 returns per year. & have to pay professional charges for 37 returns.

You have to file following:
1. Detail of outward supply- Section 37
2. Detail of inward supply- Section 38
Its appropriate to say Detail for above 2 rather than Return.
3. Return monthly in normal case and quarterly for composition scheme
4. Annual Return which as name suggests to be file annually.
I think there is no professional charges mention in the Chapter of Return. I am not sure above that charges. Correct me if i m.

No professional charges mention in GST but your CA/tax consultant will charge for filling that returns.
