for tour operators gst rate is 5% with no itc
please explain the concept.
whether tour operator (seller) will not get the itc or purchaser.

The tour operator will certainly not get. The purchaser will also not unless he is himself tour service provider

No ITC is for the Tour operator, You can take input credit of 5% billed by tour operator on you, provide your GSTN no. is given and the expense was incurred for furtherance of business.

Tour Operator who has opted for 5% rate will not be eligible to claim ITC on inputs. Service recipient can take ITC if the such services used for furtherance of business.
