If a Chartered Accountant files GST and income tax returns on behalf of a client, and the client has not paid their GST amount for two years, the CA is not liable to pay the government. The taxpayer themselves is solely responsible for their tax liability. If you have paid your CA and they have failed to remit the payment, you may have other legal avenues to pursue, but this is not a GST-related issue.

If CA file gst return and income tax return behalf of his client, and client not paid gst amount since 2 years, in such case CA is liable to pay GST dues to the government??

Taxpayer is liable to pay tax liability to the Govt. Have you paid to CA and in turn he has not paid then you may other legal recourse but not under GST.
