Gst late fee of aug charged in september

Today I saw late fee of september return and it is told that it is of august
but august late fee waived.
What may be reason

Its a technical error.....
Today late fee of Rs.4800 in August GSTR-3B & Rs.400/- in Sept 3B is charged by system..
Its totally wastage of time on working on GST

Shall I pay it or not ?
otherwise september 3B cannot be uploaded

In my opinion its better to pay late fee until GSTR-3 filed by us for the month of July.
