04 April 2018 No firslty by supplier if supplier is not registered then purchaser required to generate it.

07 April 2018 It will be generated either by the supplier or recipient who will cause movement of goods (i.e who makes transportation).If supplier is unregistered then recipient has to compulsorily generate irrespective of the fact that who has caused movement of goods.
