No it will be generated by only person causing movement of goods.

No firslty by supplier if supplier is not registered then purchaser required to generate it.

It will be generated either by the supplier or recipient who will cause movement of goods (i.e who makes transportation).If supplier is unregistered then recipient has to compulsorily generate irrespective of the fact that who has caused movement of goods.
