whether Goods Transport agency require to register anywhere to operate as a goods transport agency ?

No separate registration of Goods Transport Agency is required other than that for Service Tax.

If a company pays freight to a local person(contractor)for carrying goods from one place to another. He arranged few local truck owners for carrying the same.Local person only gives a excel printed freight bill. 1) whether this local person treated as Goods Transport Agency..? 2)Company is required to pay Service Tax on this freight amount under reverse charge ..?

Yes. Even the local truck owners providing excel printed bills are considered as Goods Transport Agency.
