we have a trading business of medicine, Can we sold goods to Doctors..........? because they have no TIN no., so how can I fill Form 2A of DVAT 16

Yes you can sell to medicine to doctor though they do not have TIN.
2A form represent the purchase made by you.
above items will come under 2B and show the sell to unregistered dealer.
