is there any panelty if the student has not completed his gmcs1 program with in a 1 year of articleship????????/

No penalty has not been specified by Institute for GMCS, if it is not not been completed in time.
So it will be better to contact nearest Institute for the same.

Yes, agreed with the expert, ICAI didn't specify the consequences for failure of complete GMCS in time specified by it.
