Can a HUF make a gift to married daughter, would it be taxable in the hands of her ?

HUF can make a gift upto a reasonable extent and can incur expenditure on her marriage also. It is not going to be taxable as the daughter is the member of HUF.
She can claim her share in the HUF property by virtue of recent changes in Hindu Law.
