Geting i.t returns or capital gains information under right

respected sir,
kindly advise me on the following information.
sir,
i am from hyderabad,
i am having certain individuals pan card data belongs to hyderabad,they constructed flats on my minor daughter property and sold as unfinished flats in the accountingyear2012-13,2013-14and 2014-15 while the matter was at r.r court for tittle declaration.
i want to know weather the so called land lord and builders(regd partner ship) paid income tax and submited their i.t.returns pertain to this properties.
kindly advise me how i can get the said data from income tax authorities or from any other dept under the right of information act.

generally Income-tax department won't provide such information under RTI
