My father is doing a business of making photo albums. I am confused whether he is providing service or doing manufacturing..

It depends upon the ACT we are into. As per VAT, it amount to manufacture as your father is giving an altogether different marketable commodity. It also involves SERVICE if he is providing the knowledge for how to look it better and proper.
