Whether a company has to pay FBT if it does not have any employee on its roll but engages contract workers on hire ?

Employer employee relationship is a must to enforce FBT liability on the employer. If the payment is made to contractor, the question of FBT does not arise at all.

yes FBT will be applicable as even though there are no employees there should be atleast some directors and hence the applicability of FBT cannot be ruled out

There is no Employer and Employee Relation ship so no FBT applicable

No FBT is liable because no employer and employees relationship is present which is the primary ruule for apllication for FBT
