Freight Service Tax & TDS Liability

If A co. sales goods which is manufactured by B Co.
B received RM against A Co. n paid Freight for it which B has to claimed from A.
But B paid full freight & claim it after 8-9 months after.
Now question is that who's liablity to pay Service Tax & Deduct TDS
B didn't deducted any Taxes
who will be responsible for this????

Liability of B as he has paid the freight so he is liable for service tax as well as TDS
