form for non deduction of tds on rent

which form should be submitted,so that no tds can be deducted on the rent paid. also please give the procedural tips, if possible please sent a copy of the form to"pnath5@gmail.com"

Application shall be made in Form No. 13. A copy has been mailed to you.
