MERCHANT EXPORTER PURCHASE RAW MATERIAL AND GOT IT MANU FROM A FACTORY ON LABOUR JOB .
CAN HE PURCHASE PACKING MATERIAL ON FORM CT-1 WITHOUT PAYMNET OF DUTY AS THE THE GOODS SO MANUF IS MENAT FOE EXPORT ONLY

Yes, you can purchase the goods under CT-1 without payment of duty for the purpose of export under rule 19 of central excise rules 2002.

Are you procuring the packing materials from EOU, as DTA exporter?

It is better if you get it processed your material from SEZ unit and from their you directly expoet then no taxes will be implicated. In the first stage itself it will be seemed export. Otherwise you have to procure from Indian market by payment of local taxes and on export yu can claim the refund.
